Odiana is an association of the three municipalities in the Lower Guadiana: Vila Real de Santo António, Castro Marim e Alcoutim.
These three municipalities in the eastern end of the Algarve region, next the Spanish border, with a relatively small population and with problems to affirm themselves regionally and nationally, decided to set a joint strategy to support their role in the region. This strategy was designed to maximize their potential, considering their geographical location, near the most important river in southern Portugal, and considering the links between Algarve and Andaluzia.
The Strategic Plan of Lower Guadiana translates a spatial strategy which guides joint initiatives of regional impact within several areas of economical activity and also on the social, territorial and cultural domains.
